While the Doge sat on his throne in the Palazzo Ducale, the real gears of the state were often turned by the Consiglio dei Dieci—the Council of Ten. Established in 1310 following a failed coup, this body was tasked with the internal security of the Republic. The Ten were not tyrants, but they were formidable. They monitored the city through a network of informants and the famous 'Bocche di Leone' (Lions' Mouths), where citizens could drop anonymous denunciations. This system aimed to prevent the 'Signoria'—the rise of a single-family dictatorship—which had ended the republican freedoms of cities like Florence or Milan.
